Does the squealing go away when it's idling? Does it just squeal when you are accelerating and not when you back off on the throttle? This is pretty indicative of a belt not tensioned correctly. I have some 'SDG' roof racks that came on mine from Japan when I bought it. I have a 1997 High roof.
The feet measure 9" from bottom of foot to the bottom of the rack.
There is 1 3/4"" clearance between the roof and the bottom of the roof rack.

A/C not working - a leak in rear condenser
There are two condensers, one front, one rear. They are 'fed' from the same compressor. If you have a leak in the rear, it drains the entire system.

Does anyone have a recommendation for a Delica friendly AC shop? Preferably in the Surrey/Delta/Langley area. I need to have my system vacuumed, leak tested and recharged.
