This an old post but for whatever's it worth, I suggest looking into the DRL (daytime running lights relay) as a possible issue. Thanks for the welcome message. I thought it may have been an issue as well but Vancouver, Burnaby and the North Shore ICBC offices didn't have a problem with RHD
