Probably a silly question but are you pressing the button to disable overdrive while you're going up the coquihala? My overdrive override button was broken and I had similar speed, 80ish km/h max and struggling, because the van was trying to go up the hill in overdrive. Now that the button is fixed ...

There is also the Delitune tuneup offered by CVI. When my van first arrived it started poorly, was sluggish until it warmed up, and always had a fairly large hesitation while accelerating. It's pretty easy to pull off the gauge pod. First remove the back plastic - this just pops out of two clips, pull it at a 45 degree angle up (towards the windshield). My 95 L400 came from japan with an HKS boost gauge, mounted in a metal bracket and affixed to the dash with double sided tape.
