Frame work
Anyone know of a shop that can take care of some rust corrosion on my frame in Vancouver?

CVI will take care of the mechanics. ie. re&re of engine/subframe/front clip and minor panel repair. They are thorough and good at what they do.
The extent of your rust/corrosion may vary. Hopefully it is minimal. See here for a detailed strip down/re&re example:

Where did you get your L400 from? Local or out of Japan?

What I do to prevent under rust is I take my pressure washer underneath and spray every nook and cranny I can access then go to canadian tire buy a few cans of the anti rust spray and spray into every little hole I see and can access all along the body and frame in all the little holes in the bottom of all the doors etc....etc

It looks like a pretty bad case so I'm bringing it to West Coast Frame and Alignment in the morning. Hoping the guy who sold it to me does the right thing and pays foe at least half

West Coast Alignment and Frame on Powell Street? From my experience they tend not to like RHD vehicles. I would consider going somewhere else. Perhaps you will have better luck with them. After setting up my torsion bars the guy just reefed on one and completely threw all my work out and I had to do it again, which meant realigning.

Delica frame
I'm looking at $2000- $3500 to fix my frame on a 1996 L400, wondering if it may be cheaper to buy a frame out there, anyone have any bright ideas?

There is no separate frame. It is one unit frame+body.
3k mark sounds average. Assuming its similar to the one I repaired (linked the thread in your other post - mods put the two threads together)?

Thanks for the info Falco, I'll give Dale a try. Looks like I may give CVI a try with the frame work unless someone knows of another place. I looked at Jesse's pics of the work that was done on his and the finished product looks amazing
