Almost every times when engine is cold when i start the Delica is shaking puffing white smoke and turning grey for one or two minutes.
I checked the glow plug and they seem to be fine looks like the relay is good also.
Could it be the injectors?

Re: rough starts
Define "checked the glowplugs". Mine ohmed out fine, but 2 were noticeably slow to glow when I pulled them out and connected them to the battery.
Injectors are typically bad when they heat up, so it's not likely to be those.

Re: rough starts
I replaced the glow plugs, blanked EGR, straight pipes, cleaned injectors. Everything to avoid doing the injectors but in he end that was the solution and everything has been fine for the last 50,000km

Try Seafoam in the Fuel filter or a dose of very pure Isopropyl (Rubbing) alcohol - IPA - into a nearly-empty tank then take it for a run on the highway:

Re: rough starts
Claude, 15 seconds is too long. They should be glowing within 5 seconds after connecting to a 12V power source.
