I've been chasing down what I think (but hope is not) an IP seal on the way out, and I came across this good page on the L400 fuel system and related components including a nice picture of the cold starting mechanism:

Pretty good write up on some of the odds and ends that are attatched to it, although it would be really usefull to see a pic of that notched tooth on the pump gear. I made my own marks when I took my pump out, but I didn't see any notched teeth.

In that photo the notch is aligned with the 'N' mark (you wouldn't use that mark for the Delica, you would have used the one next to it - the 'T' mark). Best photo I could find showing the notch on the actual tooth though.

Yeah, I get that part, but where does the engine have to be in relation to the pump for that mark to lign up is what I'm asking

Right, gotcha. The engine should be at no 1 cylinder TDC (of the compression stroke). Best not to trust any marks on the crank pulley (as the outer can delaminate and move) or the cam (as a little chain stretch can make it easy to get it one tooth out).
The most reliable and accurate method is to remove no 1 glowplug and seal a piece of clear plastic hose into the hole. Slowly turn the engine by hand until you are happy it's on the compression stroke then put the end of the hose into a glass of water and watch the bubbles. When no more bubbles come out of the tube, it's at TDC. As you go past TDC it will start to suck the water back up the tube so you know you've gone too far.
