Could this be high roof ladder?

Looks like one perhaps; but the only way to know for sure would be length.

I have a low roof Terzo ladder. If I put the bottom of it on the floor, and hold it so the side rails are vertical - it is approximately 49 1/2" high (to the top of the side rails). I believe the high roof ladder is about 3" + taller than that.
My low roof ladder is for sale and I'm looking for a high roof ladder if anyone knows of one

So basically, it supposed to sit on the fender, and when its too short (from a low roof), it wont?

On the fender??
The top brackets that come with it wrap over the top of the rear hatch. The bottom brackets wrap under the bottom of the hatch. You then tighten the bolts and snug it up. My low roof ladder when clipped over the top of my rear hatch on my high roof, is about 3" too short to reach under the bottom of it.
