all 8 seater Delica's in Australia have all 8 seat belts,the jumper seat has a 3 point shoulder belt,as I suggested in my previous post the mounting points should already be there it just needs somebody (anybody ) to check the sliding door post trim panel top and bottom to see if there are any plastic buttons filling the holes where they should be,if the van has not had a seat belt installed in Japan you may need to remove the panel completely to reveal them !!!!!.

After using the van for a couple of months, I finally removed the jumper seat yesterday. About the main reason I had left it there was to support the corner of the air mattress for sleeping, which can be done by placing other items there anyway.
Already I've noticed how much easier ingress and egress are. Unless you do plan to carry 8 people, I see no reason to leave the seat installed, and it's so easy to remove and replace anyway if you do need it the odd time you can put it back in in a couple of minutes.

, I just ran down to my van for a peek...
Mounting points are hidden completely by the post panel (no access cover) and carpet below (no cutout). Also no additional female receiver, altho one can be borrowed from the front side of the "love seat" and repurposed for forward facing jump seat. In support of Mick's suggestions, I am convinced the mounting points would exist given mass production for various options that DO have a shoulder belt in that location.....
