Yes you can do this. I guess the best reason to install plates would be to clean up the engine area and take advantage of a great place to install an EGT probe (L400 anyway).

Just plug any hose leading to the EGR. EGT = Exhaust Gas Temperature probe.

You can just unplug the vaccum line of the EGR and plug it but mine was this way and it was not sealed enough, so when I did the block off plates there was carbon inside the intake manifold. So your best bet is to do the proper block off

And then you can put I your EGT probe

If the EGR valve is stuck open from crud, then it needs blocking off, regardless of the vacuum line being on or not. If you are getting the urge to disable the egr through poor performance, then it being stuck is quite likely.
