Exactly. But not allowing the individual to take the test because it's a RHD is something else.

You guys misread.

It means they do not supply the road test vehicle.

'bring your own vehicle' means exactly that. Bring 'a' vehicle that 'you' can use for the road test.

Always has been that way.

There are lots of people that take the road test without ever owning a vehicle.

There are lots of people that take the road test without ever owning a vehicle.
back when I took my initial road test (class 5) I rented a drivers-ed car from CAA (who were the people administering the road test) it cost a couple bucks extra, but I didn't own a car yet.
