I believe the "City Light" is for when it is night time but you are driving in the city and the road is already lit up by the street lights. As the streets are already lit up your head lamps don't really do anything apart from shine in the oncoming driver's eyes, making it just a little more difficult for him/her to concentrate on the road. I'll bet Fexlboi or Missy could answer this better than I ~ but I do know that it was quite often in England (during the 80's) to drive with just the running lights (the coloured ones) on, in a lit city scenario.
