Have you really never visited Edmonton???
Last time I was up there in the winter I was appalled at their use of snow plows... sure they have them, but who thought it was a good idea to plow the snow toward the MIDDLE of the road???

Obviously you haven't been in a center that gets dump loads
of snow in a short time that doesn't melt in the next week.
ahem <cough cough>
Any large center with a crap load of snow will shift
it to the center to hopefully have the resources to
move them sometime in the next month..

Any competant place dumps the snow OFF THE ROAD! lawns are good places for it... parks work... anywhere that people aren't trying to walk or drive.
failing that, the side of the road can always be pushed further to the side, the middle of the road just starts taking up more and more room.
