I've had both my Delica l400s changed to Rising Sun's 11v system after hard starting to no starting issues.
I'm very happy with everything to date, starts like a charm the first time, every time.....just sayin'

No problems whatsoever once engine is warm, only when cold and cycling the ignition start doesn't seem to help much (because the initial sequence is so short).
11V conversion basically applies to all faulty 6.2V super quick glow plug system and manual switch from whatever reason.
Same goes to Pajeros.
I understand your 1994 pajero has 11V self regulating system.
So it is natural you can hear second click 7-10 seconds to start engine after ignition light ON ( dash light ON, no starting ).
If not, I think it could be a faulty ECU, engine temp sensor ( 2 pin sensor ), glow plug relay or glow plug issue.
