Hi rdub,
Are you asking about the EGR blanking plate? The EGR valve recycles some of the hot exhaust gas back into the engine air intake, and over time it can get gummed up and stick, causing black smoke. You can either take it out and clean it, or some like to block it off altogether with a blanking plate. There's lot of discussion here and on the other Delica and Pajero forums on whether or not a blanking plate is a good idea, just search for "EGR" and "plate" to read the debate.
As for the ticking sound, if it sounds like it's coming from behind you, that's just the glow plug relay, it cycles the glowplugs on a few times after starting cold. Nothing to worry about.

It is the glow plug relay making the ticking noise so leave it the way it is.

If its the glow plug relay that is making that ticking why has it just started to do it? i know that when the glow plugs are hot enough they make a click letting you know that there ready ,but the ticking is lasting 20 to 30 seconds. i also seem to be blowing a little more smoke than normal ,i was thinking that if its a valve tic that it may be exhaust?

Still I think it the glow relay. The Glow Relay ECU creates a problem when it is old as the resistors in the ECU don't function properly. If you rev it for few seconds, does it go away?
