Rear and Headlight washer pumps

Okay, I've finally got the front washer lines/heads cleared, but the tail one still doesn't work. I've tried compressed air and some cleaning stuff in the sprayer to no avail. Air will go in one nozzle and out the other so I think the clog is just behind the head.

I'm having trouble finding access. I've taken off what I can in the back by the filler, but I don't want to randomly start prying plastic lest it breaks. There is an easily removeable panel just below where the filler on the back is, and it looks like its a space for a fire extinguisher. That has a brass screw in the back. Do I remove that and try to get that whole plastic panel off?

Also, anyone know how to get access to the hoses up by the sprayer?

The headlight washer pumps give me nothing, no sound or power... wondering if anyone knows where I'd even find the pump for that and best access for it?

The top and mid clips are metal and the bottom clip is plastic. The arrow shows the location. This gets you access to the tank, motor and the hose.

The tailgate trim has to come off to access the hose leading to the nozzle. The hose goes through the flexible boot you can see when your tailgate is up.

The first step of the headlight washer system removal is "remove the front bumper." I just use the squeegee at the gas station!

This is all in the shop manual.
