What is this and what does it do?

I was washing and waxing my van and this piece came off. One end of it fell inside and I'm left with a cap. What exactly is this for, what is it supposed to be and can I buy a replacement somewhere?
It's in the centre of the bottom half of the rear tailgate.

That is the clip that holds the whole Delica together...Same as a pin in a grenade!
Delica is worthless now. Give you $1.00 for the whole thing.

haha, I guess I should seal it at the very least so the tailgate doesn't fill up with water
It feels like plastic but it could just be a rubber plug that has hardened and broken over time.

I'm uploading one now. It's behind the license plate which is probably why no one knows what I'm talking about. My vans uninsured right now so I see these things

Possibly, the string I had tied to it did that though. It's a hole into and opening within the tailgate so there's the other end of whatever this is inside the tailgate now and also probably some water from when I was washing it. Hopefully there are no electrics in there that I might fry.

It's a damper to stop the registration plate from rattling in the brackets. Should be easy to find a replacement.
P.S.: I just read Jordan's post, post posting. I concur with Jordan.

Actually I believe it's the hole that a power lead come through for the backlit license plate holders. I had one on my Deli. It'll be at the swap meet if anyone wants it..

If it will plug my hole I might try to get it at the swap meet. If not I'll just look for a rubber stopper somewhere.
