Very high Idle Speed about 1200rpm ???

Hey people,
I'm Jan and just bought my first delica here in Chile;-)
tec specs: 1994, 2,8 Diesel 4M40, Automatic, Transformer, 190.000km
So far the car runs very good but I have a few tecnical questions that I need you guys help for.
The biggest problem I have the the hight idle speed which is with hot engine about 1200rpm. I know that it should be around 800rpm. What they have recently changed ist the timing chain. Also they disconected the aircon that sits under the car because of a broken fan and blocked pipes. Othervise the engine runs smooth and has power as well. No black or white smoke coming out.
Questions:
Is the diesel injector pump 100% mecanical or is there a blackbox ajusting it automaticly?
I know that if you turn on the aircon the idle speed should go up. Which component tells the injector pump to increase it???
Maybe the pump just needs ajustment ?
Also there is a turbotimer fitted. Is this only there for leaving the engine running a little bit longer to cool down the turbo before turning off? (set on 30 sec.)
