No 4Llc - help

Looking for some ideas - am in Equador with my L400... thus available mechanical skill is erm limited.
I can move the transfer lever into 4H and also 4HLc no problem. 4WD engages. However from 4HLc position I can push the lever towards the floor then to the right but NOT forward to engage the 4LLc.
my research indicates that it is probably NOT a broken shifter and that:
1-shift linkages needing cleaning/adjusting
2-possible changing of transfer gear oil might resolve the problem
3-maybe there is a vacuum switch that needs to be activated - thus possible vacuum leak in a hose or pipe?
any discussion and clear directions on how to do an 'roadside' repair would be greatly appreciated.
