Still chasing smoke...

Every start is accompanied by a puff of white smoke(even after glow plugs are removed from the equation) Smell is un burnt diesel. Initial daily start usually includes rapid fire white puffs aswell, which suggests to me there is a plug or two that are not performing...But the starts throughout the day have never produced white before(just a quick puff of black). The IP was resealed-my first thought is in correct IP timing. Any thoughts?
