horn not working

During the motor vehicle inspection they mentioned that the horn isn't working.
I checked, the 10A fuse under the dash and the relay in the engine compartment in front of the driver seem fine, but when I connect the two slots at the narrow end of the relay socket I don't get anything. Am I supposed to see 12V? That's what I get at the two relay sockets nearby, and what the electrical circuit diagram seems to show.
I find it odd that a relay doesn't show any voltage when you connect the two points it is supposed to connect when a switch is thrown or a button is pushed...
For that narrow end there should be a black wire to earth, and a red wire to the two horns.
Is there a way to remove the plastic housing for the relays and fuses there? It might make it easier to see the connections of the wires.
I may have to find the wires nearer the harness and see if there is near zero resistance for black to black and red to red...
Gotta love electrical problems. I don't really have the tools for this, just a little battery tester and multimeter. And a headache after reading the electrical circuits manual for the L400!
