Steering boot leak

Question, at the risk of sounding uninformed;

I have tears in my steering boots on both sides in which power steering fluid has leaked out, all of it in fact.
Isn't the joint that the boot covers supposed to be greased only? It doesn't make sense to me that there is steering fluid under there. Clearly the boots should be replaced, but is this a greater problem requiring replacement of the entire steering rack?
Other than being out of fluid, the steering has been working normally.

No replies; surprising.

I did get to the bottom of this issue today fortunately. And in the interest of future searches the result is...

New steering rack required due to internal seals gone.

Thanks for posting that, Bosc, guess it's something that hasn't been an issue so much ~ everyone is scratching their heads. Where are you getting the new rack from?

I have a parts Deli I will try and pull. Mardy mentioned $250 when I talked to him about it.
