**HELP** Needs quick answer regarding rust

I have agreed to buy a 1994 delica L400 Diesel. The thing looks great inside and out... however i crawled under it and saw some surface rust, nothing TOO crazy...
The guy gave me his mechanics name and I called him to chat about the van, the mechanic said all was well but that maybe I should have a second look at the frame that the control arms are connected to as they have become quite rusted to the point of almost being able to poke a screwdriver through them.
My question is, this van is about half of the price of everything else comparable and so is buying this asking for trouble? is it easy to replace this section? or is the van a write off?
I am still learning....
