Actuator valve - how to know it work?

Good day,

I was wondering if there is a way to see if the actuator valve open and close at it should be. While idling and pushing the gas pedal and reving up the engine, should the valve open then at the highest push?

Does my question makes any sense anyway?

The wastegate actuator? It should only move at high boost levels, you're unlikely to create enough boost just by revving the engine. I'd try connecting to to a source of compressed air- it should start to move at 8psi.
