Spare Tire Hardware

The previous owner of my deli installed a tow-hitch that made under-car spare mounting impossible. I've removed the hitch, as I don't see myself using it anytime and was looking forward to getting the spare outside of the van, since I had been keeping it behind the back bench. Unfortunately, the hardware used to mount it seems to be missing. There is kind of a J-hook hanging down but that is all I see.
What do I need to get that thing under there? Are there universal parts or do I have to pay shipping for yet another part from Canada?

The standard spare tyre holder is a specifically shaped rack made of 1/2" steel bar. Like so:

Not the best photo, sorry. The left side in the photo is the front, which bolts to the crossmember above the axle and has a couple of hinges in it. The J-hook attaches to the right hand side. To remove the tyre you unwind the bolt in the rear hatch opening, which lowers the J-hook, and then the carrier swings down on its hinges. I believe the Mitsubishi Van/Wagon used the same arrangement.

What's the condition of the tow-hitch? Any interest in selling?

And/or trading? I've got the spare hardware... Was thinking about moving it to the front/back/roof anyway.
