Newbie DRL Question

I have just purchased a 1999 Delica L400. The dealership told me DRL has been added as this is the regulation in BC so I trusted him.
After coming home, my friend took a look from outside and did not see light on when the engine is on with the light switch locating at "off".
I thought DRL are the lights "always on" no matter what the light switch position is.
Was the dealership lying or my misunderstanding about these lights?

If my Delica is missing DRL, what is the easiest way add them?

Please help me out, I don't want to get pull over and a fine. Thanks.

Take it back to the dealer and ask them about it. It could possibly be a fuse or some other malfunction.
DRL's are usually wired to go off when the headlights are turned on.
DRL's are required for it to pass the Provincial inspection. The dealer should have had them operating if they sold you a vehicle which had passed the inspection.

I have got the shop to wire it again and my DRL is headlight now; headlights turn on as I switch the key to "Accessory" position.
I am ok with low beam as DRL but this is on as soon as the radio is on.
Is it possible to have the DRL on when the key switch is positioning at "On" instead of "Accessory"?

P.Sv Velocity, the dealer on Marine Drive was sketchy. Bumped into someone who had problem with his new SUV which was bought from Velocity.
The dealer told us both to go to "1280 Shell Road, Richmond" instead of "2480" which the correct address is.I don't know if the dealer was trying to hide something? A Russians came out and did the work, but didn't look perfect with cables hanging here and there.

Yes, you can wire it so the DRL's come on when the key is in the 'On' position instead of 'Acc'.

The easiest way is to just splice the wire which activates the relay into a wire at the fuse box which is powered only when the ignition switch is in the 'on' position.

If you aren't familiar with some basic electrical wiring, take it to another shop (I think there is a section on this forum with a list of shops where Delica owners have had good work - and bad performed).
Pay the extra few dollars to have it wired how you want it and avoid the frustration of going back to a shop you're not happy with. The wiring in a Delica is no different than almost every vehicle out there.

I wired a toggle switch in the power line to the DRL relay. So when idling while camping or sitting idling at night I can shut them off.
