Engine Oil in Turbo, lack power, some blue smoke, black smoke under load,

Hi Everyone;
Still working on my 1994 Spacegear 2.8 L Turbo Diesel.
My delica started with whistling sound, then later lacked power and blowing black smoke under load. We thought it would be a simple intake manifold leak. So this week I changed all 4 intake manifold gasket, which was a pretty difficult task.( I swear I can do surgery after this, having new respect for mechanics now.) However I still have the same issue. Black smoke under load, no power. Whistling sound is gone. Also noticed engine oil very low and added more.
One thing I noticed when I took the hose off the turbo, there were engine oil inside the hose and inside the turbo. When press the gas pedal lightly, there were no air blowing out of the turbo, only when pressing gas pedal forcefully, the turbo would spit out engine oil and air.
Do I need replace a new turbo? is there some kind seal leaked between the engine oil into the turbo?
Any suggestions?
