Loose Crank Pulley Advice Needed

Found a '91 L300, engine was rebuilt about 100k ago. About a week ago, owner heard some noise and lost power steering function. I inspected van today and can see that crank pulley is not spinning. In this case, I have a feeling that it is not crank pulley/harmonic balance separation, rather I can see pulley wobbling and it has moved forward off the crank so my guess is that during rebuilt, perhaps original crank pulley bolt was reused when engine was rebuilt (which I highly suspect) and it has loosened. If I am real lucky, bolt loosened enough to allow pulley to move off key, and key popped out. If I am unlucky, the end of the crank/keyway slot is destroyed. If I am lucky, the keyway is not ruined and I can replaced key, buy a new unstretched crank pulley bolt and pulley. Also, if crank pulley had separation issues, I would think that the pulley closest to engine would still be engaged while the outer pulley would not be spinning, yes? Anyone have any thoughts on this issue? Does my analysis make sense? Best part source for Delicas? Big thanks!
