Green plug under the engine behind the rad

I noticed a green electrical plug in a female end of some sort under the engine block. It's not plugged into anything... I wonder if that could be a block heater that's already in?
I've also noticed a lot of random similar electrical ends that's not plugged in anyone knows what they are?
