It's held in with plastic clips, almost the same type as on the door linings. They're sealed ("sealed"?) with foam rings, but the foam breaks down over time. You'll need to apply some kind of non-hardening sealant to the new panel's clips.
Simply remove the headlamps and use a long spudger/lever to gently lift the panel away from the steel behind.

Nothing says "poor workmanship" more than wrinkles in the duct tape.
