PCV vents to atmosphere

I just realized that on my 1995 L400 diesel, my PCV valve pipe goes down under the van and just ends (spraying black around the torsion bar that it's zip tied on to).
Where is it supposed to go?
There's a blocked fitting that goes into the air intake just after the air cleaner box. I'm thinking that is the correct place for it.
Why would it be venting to atmosphere? What are the advantages or trade offs to this?

It is supposed to be plumbed back into the intake post airfilter/pre turbo. It's vented to atmosphere to prevent the blow by gasses which have oil vapours from re entering the intake. The proper way to do that is to install a catch can to separate the oil vapours and put the clean air back into the intake. Old diesels used to vent to atmosphere, but it is no longer considered environmentally friendly.
