New Import Rule Change - Another scam to stop the import?

Pls make sure all cars are steam cleaned before it leaves Japan or else your vehicle is going back at your expense. You wont have the option to clean it from Boyd Agra Wash anymore.

no problem.
i recommend getting in container so that all vehicles stay clean.
in case of RORO you have more chance of getting muds in the vehicle (even if it happens in canadian side) and you are on the hook.
better don't ship any car now, as crusher from ivoac suggested, hold off all the shipment if you can until it is sorted out. we are cancelling all scheduled shipment in July and August to see what is happenning.

A friend of mine had a load of used scooters refused because some were muddy.
Finally they ended up quarantined, they cleaned and sanitized at his expense and held for a couple of months.
That was about 7-8 years ago.

no, the difference is that previously you had the option for cleaning (at your expense) now you MUST remove the vehicle from Canada.
And that's only part of it, every single container in the past few days has mysteriously "failed" the soil exam, where previously it was more like 1 in 20 or even less... This reeks of some form of scam...

Sounds to me like someone got tired of processing the paperwork for contaminated shipments, and figured it's easier (and cheaper) for Canada to simply turn them away.
Another words, our importers will need to work extra hard with their exporters to ensure the containers are clean, and their cars are detailed BEFORE they're shipped.

I can sort of see their point, since the dock workers and CBSA officers are exposed to whatever germs or viruses might be lurking in the containers.
they were always SUPOSSED to be clean to begin with, they're simply stepping up the rhetoric it seems.. "zero tolerance" so to speak

As long as CBSA aren't super dicks about it, it should be more or less business as usual...

Problem is they ARE being "super dicks about it" EVERY container recently has failed, these vehicles were washed in Japan before shipment, no large clumps of dirt were found. the person simply ran their hand along the underside of the car, and if it didn't come out perfectly clean the vehicle failed... the interesting part is that after their extremely expensive cleaning the same test yielded exactly the same result, yet the vehicle was now "safe"

The law states that we must be responsible for cleaning vehicles, but only if they have known contaminants on them (they are supposed to send the dirt out to a lab to determine this, just dirt isn't enough, it has to be CONTAMINATED dirt) and we are supposed to be able to clean them, according to the law the only time they can deny entry to an item is if it CAN NOT be cleaned, which is not the case here.

This is a pretty transparent attempt to block all 15 year imports... they have tried all sorts of methods in the past, this is just one more. IVOAC is working to get this sorted out, I strongly recommend everyone support IVOAC or risk loosing the ability to drive our vehicles.

I think that's fair enough. Alien species in soil do bad things to the local ecology.

That makes sense, the problem is that:
1) no actual soil was found on the failed vehicles
2) According to the law they must prove that not only is there soil, but that it has "alien species" in it, legally this requires sending a sample to a lab, something customs is refusing to do.
3) cleaning the soil off is now expressley PROHIBITED

The process used to be that if you had a contaminated vehicle it had to be cleaned at an approved facility at your cost, as every vehicle is usually cleaned before leaving Japan, very few ever failed inspection here.
Suddenly now EVERY vehicle is failing, these vehicles are receiving the same cleaning on export that they always had, but now they fail? On top of that, customs isn't allowing us to clean them now.

the only way this is "fair enough" is if you want to ban all imported vehicles. because that's exactly what this amounts to.

Is it just JDM cars or other products they're turning away as well?

seems to just be JDM cars as near as we can tell, apparently new cars are specifically exempt...

More information on IVOAC, there are some solutions in the works, but nothing firm so far.
Time to setup an agri wash station.
why? there won't be any business for you as nobody is allowed to use it...
One of the stations in Vancouver has indicated a desire to stop washing vehicles, the other stations in other parts of the country are still operating, however this notice is being sent out nation wide.

Open it up in Japan in the major export port and you could do well. If I read what they where saying opening one here would be useless as they wont let you clean them just send them back, I could be totally out to lunch as I'm at work and post at the same time :)

Japan already has plenty of cleaning infrastructure, and almost all vehicles being shipped over are thoroughly cleaned before being shipped... unfortunately they are failing all of them anyway...
