The dealer who sold it. The first two kanji are Kyoto, while the rest read "mitsubishi jidōsha", i.e. Mitsubishi Motors.
The cold weather package sticker is the yellow and orange stripey sticker on the rear window.
I don't claim any non-trivial knowledge of Japanese, but there are some characters you see all the time...

Ah, I knew it was a sticker, just not where or what it may have looked like. Thanks Laura.

Awesome! Thanks for the info Laura. It's neat to know Hazel is from Kyoto - I guess that means we better get moving on that wvo conversion!!!

Parking permit ("shakoshōmei"), rear window. In Japan you cannot buy a car unless you have official proof of somewhere to park it.

Japanese officialdom often uses the year of the emperor. 2008 is Heisei 20. So Gumdrop's Shaken sticker refers to 2007, while her road tax sticker refers to 2006. Looks like the last Japanese owner decided to sell out before the next Shaken, since Gumdrop was at Japanoid's facility in Japan in July 2007.

Shaken is the mandatory (and notoriously draconian) Japanese vehicle inspection, required every two years. Many other countries require similar inspections, but none are as strict as Japan's. This is part of why Japan exports so many perfectly good used cars. Perfectly good to
us, but not worth keeping up the Shaken any more. You may have heard of some of the European inspections, like MOT (England), TUV (Germany) and Contrôle Technique (France).

If it has the winter package sticker then does it have a lsd as well as the dual batteries ?? What else is in the winter package ? Just curious because mine has the winter package sticker on it and i did a search but could not find any conclusive answer...
I know that there are a ton of variations out there. I also know about looking it up via the data plate numbers or something like that......
I got a japan auto club button in my van and some stickers and intior plastic signs that i will take pictures of and see if you can tell me what they are once i get my van. Hopefully next week...

As near as I can determine the only thing that seems to be in the winter package is the dual batteries. The Chamonix and Jasper models were the 'sporty' models, which tend to have the winter package, but there are others which have the dual batteries as well. Most of the Super Exceeds have LSD, so...
...it's all very confusing.
