Delica's also don't require High mount stop lamps to pass inspection, the stock brake lights are high enough.

Mine failed inspection without the high mount stop light and needed it added to pass.... (BC Inspection)

Your shop didn't know the rules because they are not clear. It passes without it, staright from the mouth of Brian Kangas!
