"New Member" Global Announcement

I'd like to see a global announcement on all threads stickied at the top, addressed to new forum members. In it a mod could list some links to common questions (links to FAQ section, for example). Most of all, I'd like to see the reminder: before you ask your question, please try the search function first.

Is it true that alot of these van have their steering wheel on the wrong side?
Are they really from Japan?
Also the 4x4 means all the wheels turn at the same time?

I agree fully Pinkfingers, but its great how nice to see repeated and remarkable acts patience and diplomacy are displayed,
when there are so many four letter words so readily available on most keyboards!

Pink, that sounds like a good idea. I will talk to Mark on this to make sure all is copasetic.
What else should we put on this Global Announcement? Perhaps information about Delica Wiki? I know I post that a lot on member introductions. There is information about much of what Luna is alluding to on the opening page... but who ever reads that stuff 
!

The announcement I want to see on the very top is 'A War Against Over Quoting' because it is getting ridiculous and nobody says a word against it.

Among other things, maybe state, "These topics come up very frequently" and list all the common topics with either links and / or the request for them to use the search function. ('Cause they've all been answered before)

Another issue that was brought to my attention today by PM relates to forum spamming (and what to do to combat it). Probably a note on this ought to be included in any "general announcement."
