Supplied Balance Shaft Oil Seal too small, pushes out

Has anyone done their timing belt job, replacing all the seals while they are at it only to find later they have an oil leak?
This happened to me last year. I got all my parts from a JDM Parts Supplier and they were all good. The oil seal was part # F4226. Shortly afterward, I had an oil leak from the 'silent shaft', AKA 'Balance Shaft', as far as I can tell. I think this is the 'lower' on the right side.
Today my mechanic in Calgary, same guy that did the job originally pulled it all part. He found the oil seal had pushed out. After a bit of a forensic investigation, they find that the actual engine housing size is 28 1/4 mm, but the oil seal that was supplied was 28 mm. So off they go to Transmission Supplies and they find that the 28 mm seals are a very easy to find domestic part. They figure that the 28 1/4 seal may be a JDM part, and that it might be the case that somehow I ended up getting a 28mm domestic seal when I should have perhaps received a 28 1/4 mm JDM part.
Now I think back to another mechanic that I work with previously telling me that there is a common problem with the 2.5l Pajero Diesels pushing their balance shaft seals out. So this apparently common problem is now starting to make some sense.
So where does this leave us? Well my Calgary mechanic plans to install the domestic 28mm seal using Urethane Windshield Adhesive, which he is confident will hold the seal firmly in place this time. All I can do is report back in a few months as to whether this worked or not. In the meantime you may need to be aware of this apparently common glitch if you are doing your timing belt, balance belt, and associated seals.
