leaky turbo?

Hello,
My '92 super exceed leaks oil. The guy I took it to says it is leaking out from the turbo, and that is a good sign that it is shot or close to it. It is hard to tell if it is the turbo or the front seal, I'll have to clean it really well and run it and watch it closely to see what is happening. In any case, is the turbo an external part that can be removed and replaced? If so, I will need to get one. Please advise about where to look for a good turbo in good condition. Also, the A/C tension wheel is totally seized and this has chewed up the belt entirely. So, I am also looking for the A/C tensioner wheel. I haven't noticed a dramatic decrease in power, but then again I don't drive it much, mostly the wife takes it out.
