Sorry, been on vacation for the last little while. I took another look at it today. Even after backing off the top nut to see if that would help to loosen it up, it is still stuck. I got some pictures this time after wire brushing it. I even tried to get a pry bar in there, it doesn't want to budge....

I don't believe that DRL was installed in the factory. If you did have them, then someone likely installed a kit on your van. It would be an issue with that modual. Look around where the pedals go up under the date for anything that doesn't look like it belongs.
