Changed my mind again. Decided to part out my Royal.
Body is in good shape, as is drivetrain, save for the head (I actually have a brand new head up for sale as well).

I use 1996 when I order. Looks like '92 to 2000 should cross reference. Mitsubishi doesn't like changing brake pads. GLOW PLUGS. Glow Plugs. glowplugs. Make sure your glow plug system is working tip top. That should take care of the rough/smokey start. I've done it both ways over a few different vehicles. I wouldn't buy the firestone 's. I ran a set for a few winters, and they were noisy, squirmy, and not that great in the snow. That's off your oil pressure sensor, which is on the front of your motor, right where your hand is. If you ground it with the car running, your oil light will come on.
If the van feels at all fast, it's likely making more than 9 psi of boost. Your gauge is likely off by a few psi

The intercooler is definitely a limiting factor, so an upgrade would be well worth it.
What boost are you running? You should try spacing your wastegate out before you do anything. Very noticeable power gains for minimal time and effort.

The rv shop may have been rude, but they weren't wrong. My 12v cooler will drain the battery even when the trailer is plugged in and charging it. I am at the end of a set of General Grabber AT2's. I would highly recommend them.
They've been quiet, comfortable, and outstanding in the snow. Good offroad too.
They're an aggressive looking tire with good road manners. Plus, I got a solid 90,000 kms from the set

Answering your easier questions first: You can definitely drive into the US. I do it 3-4 times a year. Worst case, they pull you into secondary inspection, make sure you are not trying to sell it, laugh at you, then put you back on the road. On to the motor: Did you diagnose the cause of the runaway...
