Question about email

I was checking my email today and I noticed I had 1 in the Inbox and 1 in the Outbox. I am wondering if the email in the Outbox actually got sent or not... It doesn't show in the sent emails.. And how do you send it if it's still in the Outbox.

its in the outbox until whomever you sent it to opens it

There's a send/receive option either visible in the task bar (or whatever you call it, it's up top) or in "tools" in your tool bar.(also on top)

PHPBB messaging is abit counterintuitive for those of us used to e-mail. As pointed out by After Oil, the "outbox" in PHPBB3 refers to messages that are "waiting to be picked up" (won't leave the outbox until the recipient actually logs in and retrieves the message).
