injection pump rebuild and timing

Hey last fall had my injection pump rebuilt at CVI hoping to solve the hard start problems with no luck there....my question is would the injection pump timing have been set up then as part of the rebuild?...

Yes, although they typically just mark it and put it back as it was unless timing was an issue.

You didn't provide enough info for that question to be answered. If all they did was rebuild the IP, then no, the timing is not set by them. If they removed, rebuilt, and reinstalled the IP, then yes, they would have/should have set the timing. The timing is set when installing the pump.
