Just replaced my alternator and voltage is were it should bex but the voltage will change one tenth (.1) of a volt every half second. My engine speed is also rolling. I will change my fuel filter and check my wiring. Anything else it may be?

loose connection either at the alternator or the battery. A dirty/corroded battery clamp or cable. Loose ground cable at the engine or body from the battery.
Another item is the alternator could be faulty on the amperage output. A quick charging test at Partsource is free and worth the trip.
