1) no, in Japan there is no standards for import unlike canada where it must meet certain requirements. Rating means a tire meets standards. why would a company pay more for testing and certification if they dont need to. obviously you are completely unaware about how the chinese and asian mfg's operate.

Japan has standards, they just don't have a 15 year rule, and they don't have DRL, or side marker lights, or side reflectors, that doesn't mean that their tires are any less safe.
Japan has regular safety inspections (something that north america doesn't have!)
Japan has safety standards for headlights, tail lights, signal lights, marker lights, tires, brakes, steering, mirrors, windshields, windows, crash tests, air bags, seatbelts, and any other safety system you can think of on vehicles.

Japanese tires meet strict safety standards, just like tires sold in Canada, the USA, Europe, Australia, New Zealand, or any other 1st world country.

Just because Japan doesn't use the SAME standards as Canada doesn't mean that they aren't at least equivalent, if not superior.

Just because you don't see DOT stamped on the sidewall doesn't mean they don't meet any safety standards.

Dear Bozo, in Japan (that tall skinny country next to South Korea/Russia)... there is no requirement (a rule that has to be met) on importation (bringing in goods from another country).

You can import any tire to resell or install including shit garbage from China that was made in some sweat shop. E & J specs are optional standards as opposed to Canada where you cannot import a NEW or USED tire unless it meets the correct standards. It is illegal.
