Sounds like it works well when you have air blowing over the fins - or - that the compressor works well at higher RPM, but not at idle.
Try it parked at higher RPM.
Your compressor may be on the way out.

I just got the snorkel head from China. It seems pretty good actually. I will try to remember to post some photos later.
It fits perfectly into my L400 snorkel. The RAM snorkel that came with it fits on outside the snorkel, the dust-trap/cyclone head fits perfectly inside the barrel of the snorkel.

When the contacts on the door close, the motor starts up and pulls the door inward. This allows you to close the door very quietly and without slamming it.
Often the contacts get dirty where the door closes, and if you clean them the motor starts working again.

I experienced a similar only cranking when connected to an external power source (booster/car). It turned out to be the ground wire. Trace it from block to body to battery 'Y'. I just ordered the $35 cyclone snorkel head. I will probably use the RAM head most of the time, but if Mt. Rainer goes all asplodey, then I will want to have the cyclone on.
