Everything is wired and working. Problem seems to be partially resolve, as it still does once in a while the symptom previously enumerated, but at a lesser degree.

I understand what you say about pumps closer to tanks. The supply lines are exiting on top of each tank, so i figure this is the best, and lowest place to install them.
