little green light near the ashtray

I opened the dash to fix the 12v cigarette socket in the front console, then discovered a little green light which probably was hooked into the ashtray (?).

It never seems to light up though, any ideas?

It's tiny, only about the size of a push pin, and the bulb looks like it was coated with green plastic.

That light bulb turns on with your headlights. Not sure if it has a switch or not. It limits the burn marks on the carpet from the Japanese chain smokers driving at night.
