location of foglamp switch

i have a 93 exceed with foglamps, but i cannot find a switch to turn them on.
any suggestions? potentially the lights have been installed on the front bumper but not electrically.
hope someone knows.

fog light switch is on the dash to the right of the steering column, along with the tailgate lock and rear defroster.

I have had the same thing on two out of three of my delica's. One had them just mounted. The other I never checked. The third, it was like green said,
