Anything more than 100mm lift makes an MVI mandatory.

100 millimeter = 3.9 inches

For the wider offset tires you will need flares that cover the wider/bigger tires and possibly mudflaps.

29.5'' to the bottom of the bumper and 55'' to the center of the headlights

If you get pulled over for a lift issue, the officer doesn't need to prove anything to send you for a VI. All the officer needs is a suspicion that something's not quite right.

To better ensure that the VI is done without any preferential treatment from any shady inspectors out there, the officer can require you to attend a different chain of shops -- say KalTire, Canadian Tire, a Chevy dealer for your Ford etc..

Okay, so one has lifted their vehicle, how high can you go? And how does one demonstrate that they've followed the rules? Is it noted on the insurance papers?

Not noted on insurance papers. Would be on the inspection form.

You can go pretty high providing you meet the bumper/suspension/headlight height,etc.. requirements.
