For foglights to work in fog, they need to be mounted as low as possible. That way, the light going from the lamp to the object up ahead travels a different path from the light coming from the object to your eyes.
If you remember driving in falling snow, your headlights light up the snowflakes directly in front of you, blocking your view of the road. But if the lights are mounted low they are lit up down below, but you look over the light up snowflakes at the objects down the road. The same applies to fog.
100 watt bulbs are illegal for on-road use in most jurisdictions, 55 watts are legal. Why they don't specify lumens output is a good question. Can you imagine how bright an LED light that drew 55 watts would be!?!?! Oh, and in most jurisdictions, any on-road use lights must have their bulbs no higher off the ground than the headlight bulbs. Any off-road lights must be covered when not off road.
In Alberta, you may have 2 driving lights controlled to be on with high beams only, and two fog lights that only work with low beams (i.e., not on unless low beams are on, and go off with high beams). Except the law also says you may use fogs without low beams "when conditions warrant". Your jurisdiction might vary -- check the code for your province.
Concerning Lightforce lights, take this to mean whatever you think it means: this summer up in the Yukon and North West Territory, almost all the local vehicles with auxiliary lights used Lightforce. I suspect that means they are tougher than anything else out there.
To see a description of my setup (shown in my current signature image) see the thread: The List. I think they are high enough up to be protected during reasonable off-roading, and easily removed for more extreme off-roading.
My custom roofrack also has 4 tabs on the front for lights. Not yet used. And I intend to put driving lights I already have (Hellas, driving version of the fog lights) in the position of the stock fog lights. All on the to-do list.
