stupid question: have you checked the fuse, the bulbs and the wiring on the back of the bulbs?
both low beams are on one fuse, also I have experienced both bulbs burning out simultaneously (I was positive it had to be something else until I opened it up)
beyond that, a very common problem on the aftermarket LHD headlamps are shoddy connectors on the back of the bulb housing, look for scorched connectors.

as for where the relay is... can't really help you much with that one...

Your profile does not list your location, so can't suggest anyone close to you for advice.

As Green1 suggests, do your testing.

After that, next culprit is the actual level switch stalk on the steering wheel, do NOT force it (fragile), need to remove the steering wheel and remove the entire stalk assembly which sits below wheel, then look for the little plastic gizmo at the base of the stalk (careful, careful) this often fractures with age. I saw a posting recently for someone on the island (aircraft technician) who will fix them (you mail it to him) which might be cheaper than trying to source a used one from mardy (amazing autos) or Glen (cc autos) or a new one from John (Rocky Mountain Imports).
