flourescent ballast replacement?

Has anyone replaced their overhead light ballast? If so, any specs, sources? I'm not certain but I think it might be the nub of my problem which is very dim light. I replaced the orginal tube less than a year ago, so I'm thinking the bulb is not the culprit. It seems susceptible to the cold (if you can call Victoria weather cold at any time). Thoughts?
